Makes sure you add atlassian-addons-project-access to at minimum the permission listed above. The best solution is to add to all permissions.
Make sure Abacus has application access and is part of the administrators group.
Make sure that Abacus is in groups that have been granted access to global permissions such as "Bulk change"
